Phone charges wirelessly and with adapter, but not with cable plugged into USB port

My iPhone 12 charges on a wireless port and when the cable is plugged into a USB power adapter (plugged into the wall), but the phone will NOT charge when it is connected to a cable that is plugged into a USB port. Similarly, in the car, the cable is plugged into the USB port and it does not charge my phone, nor does it connect to CarPlay. For reference, other iPhones charge when plugged into the cables connected to USB ports, so the cable is not the issue. I’ve done all phone resets. Please advise.
