Root certificates are not involved. You apparently don’t understand what they are. You need to do some research. But root certificates have nothing to do with your problem. Most likely it is not available in your region, or you have a business or school account on your phone that is restricting this feature.
that’s how I did it, I clicked on your link while I was signed out from a fresh install.
i’m not sure if it has anything to do with it but,
I believe the problem originates from The certificate of trust settings, it will not allow me to add or edit any root certificates
For some reason he thinks that I am less than 18, somewhere in the settings and I’ve gone through everything, I enabled and then disabled screen time

when I was originally troubleshooting the issue I was clicking through privacy settings and at the bottom where it says region it said some foreign country and I switched back two different times from another country, like India or someplace.
I do have a business account attached to my profile, you can’t be a business owner? I know that when you visit the website if your browser doesn’t like the certificate it will not allow you to go to it so I don’t know what all your root certificates apply to I only noticed it they could not be applied and from troubleshooting privacy, cookies, screen time restrictions, regions, save locations, I can’t for the life of me figure out while your applications are having such issues

You can be a business owner, but the business profile can control most security settings on the phone, including blocking certain features. And it can also override your birth date.
