„Other“ folder on the iPad

I can’t clear my storage, because the more I delete the bigger the „other“ folder gets. My apps are crashing in my lectures and my documents don’t save properly, because I have so little storage left. It seems like anything I delete isn’t properly removed and just ends up in the other folder. It’s at 11 GB now and my iPad only has 32 GB. I already removed my Fotos from the recently deleted folder, updated my iPad to the newest iPadOS 14.8 and restarted several times.
