Activation Lock Issue - Not Pairing with iPhone

I bought an apple watch 5 from someone. It's activation lock was on as it was paired with seller's id. I asked seller & as per him, he has unpaired this watch both from watch app & Find My app as well. But it still shows activation lock when i try to pair it with my phone. Any Help on it?
