How to assign a PIN to a SIM card?

I want to assign a security code to my SIM card.


On my iPhone, when I go to Settings > Cellular > SIM PIN, I see the attached screen. When I turn on the SIM PIN slider and enter a code, however, I get an "unable to lock SIM card" message.


Today I went to an AT&T store for assistance. The AT&T person said it is not possible to assign PIN codes to AT&T SIM cards. That sounded odd to me, so I thought I'd double-check on this forum. Is there no way to assign a security PIN code to an AT&T SIM card? 


FYI that my iPhone now shows "2 attempts remaining", so I don't want to attempt trail-and-error solutions that might lock my SIM card. Thx.
