I can not get any new pictures to download to my computer. I also am unable to download pictures from my mac to other apps. and have to export them.

I am unable to get new photos from my phone to my computer or my iPad.

I am unable to download photos to apps I have to export every picture to post anywhere.

where do I find preference? This is not on my computer or phone. I cannot get my icloud photos to download into my computer or Adobe Elements 2021. I need more guidance. Thanks
