If the Apple ID was made within the last 3 days, that may be another reason you'd be unable to enable the tracking.
If that doesn't apply, and the issue persists, we'd recommend following up with Apple Support for further investigation. You can start the support request with the help of this link: Get Support

Thanks for the additional info. We note you mentioned the profile isn't connected to the school or university. Are you referring to the Apple ID with that?
Also, do you currently have any profiles or Mobile Device Management installed on the device? You can check for those in Settings > General > Profiles & Device Management. If this option doesn't appear, it'll usually mean there aren't any profiles or Mobile Device Management installed at the moment.
With regards to age, be sure to also double-check the date of birth of the Apple ID you're currently using on the device, just to ensure that's listed accurately there. Details on that here: Update the date of birth associated with your Apple ID
Be sure to also ensure you're using the latest available iOS version for the device. At the moment, that will be iOS 14.8. You can double-check in Settings > General > About for the installed version.

But try making a backup of your iPhone, set your iPhone up as a new device (don't use your backup yet), don't add your email address in mail, and see if the switch works.
Yes, there is no school associated with my apple ID. my birthday is correct, even change the year to 00, still won’t work. my phone is updated to 14.8. & there is no profile and device management. Only time the tracking did work was when i signed out & signed back in but it went straight back to grayed out after. Thank you.
