With the M1 chip, can the new iPad Pro run the full version of Microsoft Excel, including VBA macros

Not until Microsoft provides a version capable of doing so on iPadOS running on the M1 chip.

You may wish to reach out to Microsoft to let them know of your desire for this.

Excel on iPad is limited to the programming in the App. Unfortunately, there is still no support for VBA macros.
