The appstore keeps asking for a password so I give it the password then it ask for a billing address so I give it that, BUT then it just keeps repeating the same thing ( meaning I literally can't download ANY games. )
It sounds like there is an issue with your current payment method. Supply a different method; a different credit card or redeem an iTunes/App Store gift card.
