Does this only affect your home network? If you're not sure, trying to connect to another network can help you isolate this issue. Then, if you feel that it's just still only your home network, you can look into the Recommended settings for Wi-Fi routers and access points

If you get the CloudFlare splash page, you have a Domain Name Server(DNS) issue, CloudFlare is NOT part of the solution, they just own that really simple address.
