There are 2 forms of AppleCare+. AppleCare+ and AppleCare+ with Theft and Loss. The second option is more expensive than standard AppleCare+ and is only available for iPhone. This is why you don't show to have an eligible device.

Unless it was purchased by a business or school that had it enrolled in Apple Business or School Manager, there is no way to track an iPad that was never powered on.
