The iWork '09 applications were 32-bit and no longer supported on Catalina or Big Sur. The replacement applications, introduced in Oct. 2013 did not, nor still do support Mail/Data merge between Pages and Numbers. It is a programming exercise using JavaScript for Automation (JXA), or using LibreOffice/MS Office, or possibly SoftMaker Office suite. None of these will import Pages or Numbers documents without conversion to Word and Excel documents.
