i paid for storage, which means I upgraded it and it’s still staying not enough storage. I’m not understanding, I paid 4 dollars in total

iCloud storage is independent of iPhone storage. If you need more space on your phone, you will need to delete something.

Where is it saying you don't have enough storage, on your phone or iCloud?

You cannot increase the storage on your phone, it is a fixed size.
