iPhone activation lock trade in

I traded in an iPhone and didn't remove the activation lock, now apple is telling me that they have to ship it back to me for me to be able to remove the activation lock but this article says otherwise https://support.apple.com/en-us/HT201441

If the entity that Apple has handling the trade-ins states that the iPhone has to be shipped back to you, then it'll have to be shipped back to you,.


You can then confirm the status, and re-submit and re-ship the trade-in.


They probably don't want to manage holding and re-checking and the potential for tracking.


Either the trade-in arrives ready, or it gets shipped back.
