Hello potter292 and welcome to Apple Support Communities. It appears you are having some difficulty updating to iOS 14.8.
First, are you able to connect to other web services? Keep in mind that it's possible to be connected to a Wi-Fi network but if the network is not actually connected to the internet, it would throw an error like this.
Another thing that might be happening is that the installer is partially downloaded and corrupted. Got to Settings > General > iPhone Storage and scroll through the list. If you see an iOS 14.8 installer, delete it, reboot the iPhone and then try updating again.
