iPad Mini6 cellular as a replacement for iPhone?

This question has been tossed around for some time, but here we are in 2021, with a new iPad mini6 that many people will consider as a replacement for an iPhone.

What are the current best practices for using an iPad cellular as a phone replacement?

Given that the 5G cellular chip is reportedly identical between the iPad mini 6 and iPhone 13, all that would be required by Apple is to allow the telephone app to function on the iPad, which doesn't seem like a huge ask, given that the cost of the iPad mini 6 with 256GB + cellular is the same as an iPhone 13 mini.

Thanks to everyone for your help with this!
