If you are not the owner and do not have the Apple ID and Password then there is no way that you can get into this iPhone unless the original owner shares the Apple ID and password with you. If you are lucky you can get into this iPhone if they (owner) accidentally remove the device from their Apple ID.

That is Activation Lock, it is a security feature that cannot be bypassed. If oyu can't get the previous owner to unlock it. then you will never be able to use the phone.

Only the owner of the account used to lock it can remove the activation lock.

Talk to whoever you got it from.

If they can't or won't remove the lock, it's useless. Recycle it.
