I am unable to save files in the shortcuts folder in my files app. How can I resolve this?

I am trying to create a shortcut on my phone, and part of that requires that I save a file to the shortcuts file in my files app. However, when I try to do this it will not allow me to. I can save files to my device, and to the downloads folder, but not to the shortcuts folder that is saved in iCloud. I should note that I have plenty of iCloud storage as well.
