My Bank not Available in Apple Pay

My bank is available in different states in my country and has different versions of itself in each of those states (just with the different state name behind the bank name) and I think every bank is available in Apple Pay except the one in my state and that’s the one I have my Debit card from so I can’t use Apple Pay and so I can’t even use it to pay in the App Store either because I don’t have PayPal either so I was wondering who decides which bank is added to Apple Pay? Does Apple decide that or the bank itself?
