Change Region

I wish to sign up for Apple TV, however my Apple account is linked to the Canada region and I need to change it to Australia region

I cannot change the region as I still have $1.29 in the account, and Apple will not allow me to add funds with my Australian Credit Card.

How can I dump the funds funds from my account so that I can change the region
