I was wondering if I would be able to use a photocopy of my state ID I have on my iPhone as verification when I pickup my iPhone 13 for on launch day I lost my physical State ID I was wondering if Apple will be able to accept a photocopy

Seems you'll need your ID. Or, you'll need to designate someone else to pick it up for you. I don't know what it's like in your state but in mine replacement IDs can be requested online, mailed in about two weeks, and you get an official temporary ID to print immediately (which is valid for ID in the state). Whether Apple would accept a temp ID is an unknown.

Doubtful. I suspect you'll need the actual ID, paper copy provided by the DMV for temporary use, or possibly a passport (provided the address is correct).
You could also just have it shipped to you; they arrive on the same day (based on experience).
Is there anything else I could use to verify my identify like my birth certificate my social security card or a pay stub because I have all of that I just don’t have my physical ID anymore like if I go to the apple store will they not let me leave with my new phone that was paid for if I don’t have my ID
