perspective zoom issue on two different model iphones, help?

I have two different model iphones(iphone 8, iphone 6s plus), and both are acting like perspective zoom is turned on for the wallpapers, when I checked, I saw perspective zoom is indeed turned off.

now, I did some troubleshooting, including reset settings, and cycling the phone off, then on, and even turned on perspective zoom, which is MORE readily apparent, though when its turned off I can still detect it happening when I tilt my phone.

am I losing it? I mean, the example image here, note the two bright stars towards the bottom of the pic..they do not move when I tilt the phone.
