Why is Apple Maps of Seoul, South Korea so inaccurate & glitchy?

I tried to explore , South Korea using Apple Maps. I then compared Apple Map’s satellite maps & driving maps with the maps on the Naver. I found out that the streets in Apple Maps arent mapped out and labeled correctly. All the shop, Restaurant, cafe names, landmarks, and their pictures arent showing up. And the Transit directions and costs are misleading. . Why is that? Why is it outdated? It’s not like Apple was forced by the Korean government to use old maps to protect itself from North Korea.
