Not all Samsung TV's support AirPlay 2. And if your TV doesn't support AirPlay 2, you can't stream to it from your iPhone directly. For Samsung TV's which don't support AirPlay 2, Samsung does have an app in the App Store, which may help you stream from your phone to your TV.

Update: My Samsung supports streaming. It turned out that my wi-fi password was lost when I had power fail. I re-entered in Samsung setup and the problem is solved.
