redeeming gift cards

I had $20 in my iTunes account and redeemed a new $15 gift card just now and the $15 replaced the $20 rather than adding to it. In the past, when I redeemed a new card, it would simply add it to what balance was already there. I should have $35, but only have $15. I feel very cheated! What can I do?
