Hi everyone, I have MBP 16" i7, which runs BigSur 11.5.1.
All the time when I try to restart or open my mac, it opens at 99-celsius degrees. CPU load is generally almost 30%. It doesn't matter if any device is connected on USBs or how many applications are open on login.
(I reset SMC to solve this problem, it didn't work)

Does this happen if all external devices are disconnected from the laptop including the power adapter?
Run the Apple Diagnostics to see if any hardware issues are detected.

What temp is your ambient environment? If you're in a warmer climate, that can affect temps. Do you have any kind of protective cover installed? Are you using it on a soft surface that might block air flow?
Thanks for your reply. My environment's temp doesn't matter (it is 20 celsius now). I use my MacBook on the table without covers. So all the environmental conditions are suitable.
