Would my friends on the find my app be able to track where I am if I keep my Bluetooth is off?

No.

Bluetooth and the Phone app are totally irrelevant. They are two separate apps. Keeping Bluetooth off (disabled), hoverer, would increase your privacy, as no one would see your iPhone via Bluetooth.
