i am facing this issue on my macbook while signin app store "this app id has not yet been used with the app store"

I found the solution. It looks like a bug in App Store when "license conditions" do not appear. Just open Music app and login. After accepting conditions you will be able to log in in App Store (App Store & Music have shared license conditions).

Click "Review" and follow the on-screen prompts. Make sure that you review the TOS and add the required payment information.

If that fails, Go to AppleID.apple.com and sign in with your Apple ID and password.

On a Mac;

Open the Music app

Choose the iTunes Store

Choose Account in the Music Quick Links on the right side of the store window

Sign in to your Apple ID

Add a payment method to your account details

On an iOS device;

Open the Settings app

Chose your Apple ID

Choose Payment & Shipping

Add a payment method to your account details
