You probably have your system drive too full, and there is not enough space for Time Machine to make the snapshot.
It is important to always leave some free space, especially on a system drive. It is usually recommended to leave 15-20% free at all times.

“Other” is a catchall term for anything that doesn’t fit into the other categories of files.
It is possible that some part of it is used by older snapshots that should have been deleted automatically but somehow weren’t.
Try this command in Terminal and tell us what output you get:
tmutil listlocalsnapshots/
Thanks for that. I don't suppose you can let me know how to free space. Most of my memory is taken by 'other' which I can't access
