I have an iPhone 8, am upgrading to an iPhone 13 mini - are SIM cards compatible or do I need a new one?

Both phones take the same size SIM. However, if you want 5G service, you will need a new one.

Thank you, so when I get my new 13, I just swap them over. As no real use for 5G yet
