How can I get subtitles on FaceTime for deaf who can’t sign?

Can the new iPhone or I pad get subtitles for FaceTime?

Do you have live captioning feature? It'd be great for FaceTime with hearing people, videos (most of them don't have closed captions). Subtitles and closed captions feature does not really work on iPhone and iPads. Please add that feature!

At present, live captioning of FaceTime calls is not an accessibility feature.
