Unlocking IPhone following Family Death

My dad passed and my mom did not know pin code but she provided the death certificate to have Apple help her get the phone unlocked so she can switch her phone to his phone, but so far, Apple has been unaccommodating. What else does she need to do so she can get the phone unlocked? Yes, they were still married.
