Hi dwelbeck13,
Welcome to the Apple Community,
where some of us do the best we can to help each other troubleshoot.
Your Apple ID is the one account you use to access all Apple services,
such as the App Store, Apple Music, iCloud, iMessage, FaceTime and more.
It seems Apple requires a valid payment method in your Apple ID account,
for the first time you use the App Store, or iTunes, even if you only download free apps.
First: Check the payment methods that you can use with your Apple ID:

Then: How to create your Apple ID if you do not have one::

The "related article" link
(above your question on this discussion page)
can help add a payment method to your Apple ID account.
After you have used the App Store or iTunes for the first time,
you can then remove the payment method if you wish:
Also:
Apple Support have an article to guide you:
If you can’t download or update apps on your iPhone or iPad:

Hope this helps :)
