Charged for itunes “Automatic pavement” when I haven’t spent money.

I was charged $14.98 for an Apple and Itunes store automatic payement when i downloaded paypal. This is a free app and I have not downloaded any other apps or have any subscriptions at all. I went to apple to look at my payment history and there is none because it shows that i’ve only downloaded free apps.
