To ALL.
After any iOS/iPadOS upgrade/update, you should ALWAYS perform a simple hard reset of your Apple mobile device.
For older iPad models with a Home button, do a simple hard reset of your iPad by holding down both the Home and sleep/wake/power button simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons.
OR
For much newer, larger screen iPad models, without a Home button, try the new simple hard reset procedure for the new 2018/2020/2021 iPad Pros and the 2020 iPad Air 4 models.
1. Press and release the volume up button.
2. Then immediately press and release the volume down button.
3. Then, press and hold the single sleep/wake/power button You will see the Slide to Power off button, but keep on holding down the power button until you see the Apple logo, then let it go.
Once you have performed all the steps, wait for a few seconds and your 2018 iPad Pro will boot up completely to the iPad Pro’s Lock screen.

Snap. Also Norton 360. Disabled this auto loading and now have internet again. Flabbergasted this was rolled out with such an issue unresolved. Off to read the small print of the release notes. If not in the release notes even worse. Very poor. Thanks for the heads up.
A quick scan of the release notes. Can’t see any mention of VPN issues. Not impressed from an organisation than wants to sell based on quality of product/brand. I know VPNs will be 3rd parties but even so very poor customer experience and 4 hours of my life I’ll not get back.
Seems there is new version of Norton 360 out there. Downloaded and issue now seems fully resolved as far as I can see. I guess with such changes these things can happen. Not sure now overal experience can be improved. Maybe if new version of VPN is needed this could be rolled in advance of upgrade. But maybe that difficult to coordinate.
I have same issue. iPhone on 14.8 is working fine in same wifi contention iPad Pro on 15 won’t connect.
Same here, just reset all network settings, still no internet. My iPad is basically useless now. 😡
Yes and if there is a fix how do we get on to an iPad that won’t connect to the internet.
I disabled my VPN and it now connects. I’ve got Norton 360. My research indicates this has been an issue since the beta was released back in June with all VPNs. Not pleased!
Yeah, I’m going to contact Norton support. See what they say about it. Good luck!
That did it. Thanks!
Thanks for this info. Had the same issue with Norton. Sucks now without VPN.
Any advice if the issue is not fixed with a reset but disabling a VPN? When will we get a fix for this?
Actually, Norton's Secure VPN (NOT part of the Norton 360 suite) appears to work.
Just double checked my version of Norton 360. Re-activated the VPN and it works. Thanks for the response.
