I have tried to update my phone every day for the last week since 14.8 came out, but whenever I go to Settings->General->Software Update, it says iOS 14.7 iOS is up to date. There is no option to download 14.8 or 15. Same result if I try when plugged into my laptop. Any ideas?

Check your phone for a beta profile. If found, delete the profile and attempt to update again.
