Does my family I add have to pay for them to be added to the family sharing subscription?

Family sharing is free. And most apps can be used on all iPhones and iPads in the family sharing plan. Some apps that have in-app purchases will require each user to pay for those purchases or subscriptions. It’s up to the app developer. If you are asking specifically about iCloud+, an iCloud+ subscription and the iCloud storage space can be share without additional charges.
