How and why do I get download failed to download / install iPhone apps on my MacBook Pro MacOS is Big Sur version 11.5.2

Was the failed app actually a failed purchase? If it's a defaulted purchase, your App Store and iTunes account would be frozen until you pay the debt. It's would be frozen on all of your devices. You would need to clear it up with Apple directly.
