can I not send a message to my phone when it's on to say phone lost call this number?

Yes you can do that however you must have Find My activated on that iPhone and there must be some power/charge available on the iPhone. Please read the following article published by Apple ➔ If your iPhone, iPad, or iPod touch is lost or stolen - Apple Support.
