RLS__ ,

Restart your iPhone. If this continues, toggle Wi-Fi off and back on in Settings. Allow the photos time to try string. If this persists, go to Settings > [your name] > iCloud > Photos and toggle iCloud Photos off and back on. You can choose to keep your photos. This will force the photos to sync to iCloud again.

Hi RLS__,

Thanks for posting in Apple Support Communities.

We understand that you're unable to backup to iCloud. What happens? Do you get an error message? Are you using iCloud Photos to sync photos and videos to iCloud as shown here in Set up and use iCloud Photos? Check that the purchase storage is reflected on your account in Settings > [your name] > iCloud.

Be sure you're connected to a stable Wi-Fi network. Check out additional steps in If you can't back up to iCloud.

Regards.
