I updated to iOS 15 but now I can’t log in to apple account

When I login in to Apple ID, it tell me that
The maximum number of free accounts have been activated on this iPhone. Then it tell me to press ok………….after I press okay it Will tell me could not sing in.
But what am confuse about is, since I can’t login in to the Apple ID, a friend of mine login his own Apple ID, on my on phone and it was allowed to logins to it, but I don’t no why am not allowed to login, it very curious, please how can I get it solved.
I figured out the problem, I had to turn off Norton vpn then it took my password and everything worked, then I enabled vpn and all worked ok. I did not have this problem with the phone update
