The support article you came here from should provide you with the steps needed to try to resolve this issue. Have you tried them all yet?
The bottom line? If you have already updated this iPhone to the latest released version of iOS ... and Face ID is still disabled, you will need to make a Genius Bar appointment at your local Apple Store or Apple Authorized Service Provider to have them take a look and provide you with your options. Alternatively, you can contact Apple Support directly by using the "Get Support" link in the upper right-hand side of this forum's web page.
