Insufficient memory to install iOS 15 with wifi

1.7 gb is very low on space. The iOS 15 is a big 3 gb plus file.

You never, EVER completely fill up ANY computer or computing device full of data. EVER!

What is the total rated storage amount of that iPad?

I suspect you own a low storage 16 or 32 GB storage model iPad.
