My brother sent me an icloud link with pictures but when I click on it and add them to my library, they dont show up in my photos or icloud.com. Can someone tell me how to save the pictures from the icloud link to my phone gallery?

Yes, turns out I needed to go to photos in the setting and enable the shared albums tab :) I contacted support and they helped me step by step!

Yeah the issue was somewhere with the shared albums side. I hadn't turned on the shared albums tab in setting and it was fixed after I did it so hopefully others that have this problem can see this too :D
Probably a bit too late (but still might help others), but any chance your brother has used Shared Album instead of sharing photos via iCloud link? Have you checked Albums tab and Shared Albums on it? There is an option 'See All'.
I'm not sure I'm following the iCloud Link comment with pictures? Did you get an email with pictures? Can you open any of the pictures? If you can open a picture, hold your finger on the picture until a dialog box opens and choose where you want to save the picture to.
No, don't turn it off. It should be on.
If I could see and hold your phone, I could probably figure this out, but I can't, so I'd recommend using the Get Support button at the top of this page and ask Apple.

Basically, he sent me a iCloud link on imessage and when I click on it it opens with a folder of my pictures. I click on it and add to my library (it then says my pictures have been added to my library). But when I open my photos folder, they aren't there. I also logged into icloud.com to see if they uploaded there but they aren't there either. I don't get an option to "save" the picture at all, just an add to library option which doesn't work.
