Title pretty much explains it all, I’ve updated to iOS 15.0 and watchOS 8.0 and there is no option for assistive touch in the accessibility section of watch settings for me. Not sure if it’s because a series 4 watch is too old… but I couldn’t find any info stating that certain watches don’t support the feature. So I’m at a loss on what I’m doing wrong.

AssistiveTouch is only available on Apple Watch Series 6 and SE.
To be quite honest I’ve not seen a good justification for why assistive touch isn’t available on the series 4. The specs between the series 4 and the se are almost identical. It just seems like apple wanted to add an elusive feature to make you upgrade when series 4 is still a good watch. So stupid.
This is a user guide. This didn't solve the problem.
I don't have that function on my watch. I just purchased the SE (23rd Oct 2021). Updated the software and still can't find that setting on the watch or on the iphone MyWatch app.

Because the Apple watch 4 is a discontinued watch,the SE is not.
You need ios15 and WatchOS8.
