There are many name registrars. Search the web. Any web hosting service can register a name for you. Of course the name you want has to be available before you can register it. Once you have a name you can host web sites and email servers. The extent of services depends on your chosen host.

No, the OP had duplicate questions. The other had more details, specifically the custom domain name in iCloud+.

Follow Barney-15E 's advice. I read your question literally as having to do with domain name registration.
Go to iCloud.com, log in, then go to settings.
