Thanks for the follow-up info. Are you able to download an extension for the iPad in the App Store? Go to the App Store, find any free extension for Safari, and tap "Get". Once it downloads, go to Settings > Safari, and see if you are able to access the Extensions. You can also try restarting the iPad using the steps here:

So the device I'm using is an iPad and the version of iPadOS its running is iPadOS 15
