iPad iOS 15 update issues for Mail, Messages, and Safari

Tried to update to 15, mail won't work, message doesn't message, safari frozen, the ipad that is a problem isn't listed

Your summary suggests multiple issues - which may be resolved by a forced-restart of your iPad:

On an iPad with a Home button: Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.
