Could not activate iPhone - activation server cannot be reached.

I tried setting up through phone through my mac. It states the activation information could not be obtained from the device. The SIM card is inserted correctly, I tried my own sim card and its not activating. I am trying to sell the phone but they want to make sure they can activate the phone before they purchase it.
