Ever since I upgraded my device to iOS 15, whenever I have my Bluetooth keyboard attached to my iPad, there is a taskbar, showing spelling suggestions, Dictation, and a few other things, that is constantly on the screen, floating over it. It often blocks what I type. What is it, and how do I get rid of it?

I can turn it off, but this seems to badly affect some other applications, like 1Password. And it's always in the front, over any text area I type in.
